Government Softens Settlement Rules After Internal Backlash

November 3, 2026 2 min read

The British government has scaled back its proposed changes to the immigration settlement system following a period of intense internal friction within the Labour Party. Home Secretary Shabana Mahmood originally pushed for stricter reforms, but faced significant pushback from colleagues who feared the measures were too harsh. The most notable concession involves social care workers; under previous drafts, many would have waited fifteen years for settlement, but revised rules now allow those earning at least twenty five thousand pounds who arrived before May 2025 to qualify in just five years.

This compromise follows months of tension involving high profile figures like Housing Secretary Angela Rayner, who famously described the retrospectivity of the original plan as un British. While some MPs fought hard against shifting the goalposts for people already living in the UK, the government ultimately decided to keep the retrospective elements intact. This decision reflects a delicate balancing act by Prime Minister Andy Burnham, who had to weigh the demands of his party’s left wing against pressure from Brexit supporting constituencies and the threat of ammunition being handed to Reform UK and the Conservatives.

Despite these adjustments, the move has not escaped criticism from across the aisle. Conservative shadow home secretary Chris Philp accused Mahmood of a major u turn, pointing to her earlier warnings that faster settlement paths for care workers could cost taxpayers ten billion pounds. When questioned by the BBC, Mahmood declined to provide updated financial projections or confirm if she had been directly ordered by Burnham to dilute her stance.

Inside Westminster, however, there is a sense that the worst of the storm has passed. Supporters within Number 10 believe Mahmood found an acceptable middle ground that neutralized much of the domestic political risk. While union representatives and some MPs still harbor reservations about how certain constituents will be impacted, many admit that the victory for care workers takes the immediate sting out of an otherwise volatile policy shift.
